A new report out says the brunt of the responsibility in the 2003 Staten Island Ferry accident lies with the higher-ups and not the Captain who fell asleep at the wheel. A Federal Probation official recommended just a three month jail term, way under the 21-27 months recommended by sentencing guidelines.
The probation official slammed city Transporation Commissioner Iris Weinshall (who is married to Sen. Chuck Schumer, wonder how she got that job).
The report particularly scorches Weinshall and her hand-picked deputy
commissioner for ferry services, Joseph Albano, whose background was in
traffic signals and streetlights."Albano should never have been in the position of running the ferry service," Garoppolo wrote.
"He was unqualified for a position that has direct and explicit
responsibility for the safety of 65,000 passengers daily in one of the
busiest harbors in the city."
That sounds like the sort of incompetence that’s usually reserved for the federal level. It seems sort of ironic that a federal official would come in and point blame at the people in charge on a state level. If only federal officials would learn to do that on the federal level (hint hint, nudge nudge).
